It's not supposed to. You just get temporarily blinded, that's all. You can still move around and do all stuff you can normaly do when blind.

i'm preaty sure its suposed to disrupt whatchadoing (casting, bashing) and disengage your :D at least it worked like dat b4 now *chuckle*
