Does the Wil stat have an effect on the casting of attack spells that can be saved by wil, like blind and sleep?
IE I have a legend with 18 wil who pracs blind to 90%. Now another legend with 12 wil pracs blind to 90%. Will they both be just as good at blinding the same target?

No they're both at 90% so it's the same, wil just determines how easy so can prac it.

Wil affects both the easiness of practicing it and the failure percentage. Let's say.. a character with 18 wil and 90% in spell will fail less than a character with 14 wil and 100% in spell.

Wil only helps you get the percentage of the prac needed.. i.e. cleric with 18 wil can get 105% blind, cleric with 12 wil can only get 95% blind. If they're both 90% they are the same obviously.

Skill % is important, but what is even more important is pureness of class and level. How and if will directly affects success rate I don't know. I thought it did not, but some active cleric claimed he fails less blinsd with wil quest on, I will have to check.
